MOTIONS FOR DISCUSSION

No Confidence in HEC negotiators

Following its shambolic conduct of the pensions dispute, Conference expresses its lack of confidence in the current Higher Education Committee. Conference condemns both the failure of the HEC to follow the democratically determined strategy that consisted of strike action and action short of a strike during the USS dispute and its acceptance of a Defined Contribution scheme.

Conference instructs the HEC to organise regular delegate-based decision-making meetings during future national disputes in order to make sure that all avenues have been explored before balloting members on a ‘final’ offer.

National Industrial Strategy

Conference recognises that members have lost confidence in the industrial action strategy pursued by the national union because the majority of the HEC has failed to provide a means by which action short of a strike (ASOS) is combined with national strike action.

Conference also recognises that the failure to challenge the decisions by some institutions to impose punitive pay-docking with national strike action has undermined a belief in ASOS amongst members.

Conference reaffirms the strategy adopted by UCU Congress linking ASOS with escalating strike action rather than counterposing one to the other.

Conference commits to develop a timetable for industrial action in any future national dispute that ensures that our industrial action is undertaken at a time when it will have the greatest impact.
